Roger's practice focuses on all aspects of developing, contracting, and financing energy, environmental, and infrastructure projects and companies. He has advised lenders, project developers, and financial intermediaries in numerous project and structured financings, asset acquisitions, and portfolio divestitures in the US and overseas.
In this connection, Roger has counseled on a wide range of energy and environmental regulatory and financial incentive issues. He is also active in the development of innovative fund and risk management programs related to emerging carbon regulatory developments.
Roger has senior responsibility with respect to the firm’s clean and renewable energy activities, including biofuels, gasification, biomass, waste-to-energy, wind, solar, and other clean alternative energy sources development. He also advises companies in the carbon credit creation aggregation and trading, energy efficiency, and clean tech fields.
Roger has served as Deputy Administrator for Finance and Environment of the Federal Energy Administration, on the Environmental Protection Agency's Financial Advisory Board, on the White House Staff, and in the Office of the Secretary of Defense. He has continued to spearhead legal change in recent years as Chairman of the ABA's Renewable Energy Resources Committee, Special Committee on Energy and Environmental Finance, and most recently the Carbon and Energy Trading and Finance Committee. He is Chairman Emeritus of the National Council for Public-Private Partnerships.
