Hal is involved in many aspects of energy transactional law.  He represents clients in mergers and acquisitions transactions that involve companies in all aspects of the energy business, including natural gas pipeline companies, oil and gas companies, power companies, and companies owning and operating refineries, petrochemical plants, pipelines, and underground natural gas storage facilities.  Hal also assists clients in forming joint venture companies with other parties to engage in the foregoing businesses.  This includes negotiating and drafting limited liability company agreements, partnership agreements, and construction and operating agreements.   Hal also works with clients on issues related to construction projects in the energy industry, including negotiating and drafting engineering, procurement, and construction contracts for natural gas pipelines, oil pipelines, petrochemical plants, underground gas storage facilities, power plants, offshore oil and gas production platforms, and other energy industry facilities.  Prior to becoming an attorney, Hal worked as a petroleum engineer in Houston.

  • Represented large investment bank in the purchase and subsequent disposition of four power plants.
