Lino Mendiola is a partner in the law firm of Andrews Kurth LLP where he practices Constitutional Litigation and Administrative Law.

Lino is a native of San Antonio, Texas. He received his B.A. degree from Brigham Young University and graduated with honors from Harvard Law School where he served as Executive Editor of Harvard’s Civil Rights Civil Liberties Law Review. Upon graduation he accepted a judicial clerkship with Chief Justice Tom Phillips of the Texas Supreme Court.

After his clerkship, Lino began the practice of law with Mayor, Day, Caldwell & Keeton LLP, developing a specialty in administrative law and public procurement law. In the summer of 1998 Lino accepted the Reginald F. Lewis Fellowship for Law Teaching at Harvard Law School where he spent the 1998-99 academic year conducting extensive research into regulatory theory and jurisprudence. He presented lectures at several law schools around the country including the University of Wisconsin and the American University in Washington D.C. Following a year at Harvard, Lino returned to Austin and the practice of law in 1999.

Lino has a developed specialties in both administrative law and public procurement law, including affirmative action defense. Lino is the lead outside lawyer on diversity and public contracting matters for various clients and has advised several municipalities, counties, transportation authorities and other public entities on affirmative action and other procurement matters.

On administrative law matters, Lino has been litigating contested cases before the Public Utility Commission of Texas and other state agencies for over ten years. He has represented Texas Industrial Energy Consumers, a trade association comprising most of the largest industrial electricity users in the state, and many individual industrial parties.

Lino has argued and won appeals or special writs before the Supreme Court of Texas and the Third District Court of Appeals in Austin. He is a frequent CLE speaker on both administrative law matters and affirmative action matters. He has published articles on electricity procurement in the Texas Business Journal and on affirmative action in American City and County Magazine.

Lino has been a member of the Hispanic Bar Association of Austin for ten years and currently serves as the President. Lino is committed to pro bono legal service and community service. He has been a member of the pro bono college, providing free legal services to disadvantaged members of the local Latino community.

When not practicing law or writing, Lino enjoys running, hiking, mountain biking and spending time with his wife and two daughters.
