Meghan is in the Public Law section. She specializes in administrative law and contested regulatory matters. She has a broad array of experience representing clients before state and federal agencies. She has represented and advised corporate clients in matters before numerous Texas state agencies, including the Public Utility Commission, the Railroad Commission, the General Land Office, the Texas Commission on Environmental Quality, the Racing Commission, the Texas Education Agency, the Office of the Attorney General, the Texas Comptroller of Public Accounts, the Texas Alcohol and Beverage Commission, and the Texas Department of Insurance. She regularly represents clients in contested cases at the Texas State Office of Administrative Hearings.
Meghan has also advised clients on federal administrative matters at the Federal Energy Regulatory Commission and the Department of Treasury, Alcohol, Tobacco, Tax and Trade Bureau and has represented clients in electricity rate cases before the Florida Public Service Commission.
At the Public Utility Commission, Meghan represents Texas Industrial Energy Consumers, a trade association comprised of some of the largest industrial electricity users in the State of Texas, as well as individual companies and retail electric providers.
Meghan is involved in various pro bono legal projects. She has been a volunteer for the Austin Young Lawyers Association Domestic Violence Project, a board member of American Gateways, and has participated in the Austin Bar Association Annual Adoption Day. Prior to her legal career, Meghan was a consultant for an international software company.
Representative Experience
- Litigated PUC contested rate proceeding that resulted in state, federal and FERC appeals and culminated in an $18 million increase in refunds to Texas ratepayers
- Litigated rate case proceedings at the PUC, FERC and Florida Public Service Commission that include, among other things, rate design, cost allocation and cost-of-service issues
- Advocate for Texas industrials in proceedings before the PUC and ERCOT regarding rulemakings, RTO markets, and market design
- Represent retail electric service provider in multi-jurisdictional breach of contract claim in district court and at the PUC
- Advise Fortune 500 company in oil spill enforcement and liability matters before the General Land Office
- Represented company with respect to Railroad Commission compliance and indemnity issues associated with natural gas contamination
- Advised and settled client’s multi-million billing dispute with electric utility
- Litigated protest of TABC liquor license
- Represented successful applicant for a horse racing license before the Racing Commission and SOAH in contested license proceeding
- Advise clients on Texas Public Information Act matters
- Advised publisher on contract and procurement regulations at the Texas Education Agency
- Successfully negotiated permit for client before the Texas Comptroller of Public Accounts
