
Phillip G. Oldham
Partner
Phillip Oldham is a partner in the firm’s public law section. Much of Phillip's practice focuses on advocacy before the Texas Legislature and state agencies, including participation in rulemakings and litigation matters before the Public Utility Commission of Texas, the Texas Railroad Commission and the Texas Comptroller. Before the Legislature, Phillip has lobbied on a variety of issues, with concentrations in energy, tax, environmental and gaming. A registered lobbyist in Texas, Phillip’s legislative practice includes legislative negotiations, bill drafting, lobbying, coalition management, grassroots strategies and legislative monitoring. Phillip also provides strategic counseling to many large companies and trade associations, and has served as regulatory counsel on numerous infrastructure projects and transactions.
Phillip has also handled numerous litigation matters, including state court matters, matters before the Federal Energy Regulatory Commission and appeals before the U.S. Court of Appeals for the Fifth Circuit.
