
Tammy Cooper
Of Counsel
Tammy is in the Public Law section of the Austin office. She has broad-based experience in both electric and telecommunications regulation as well as Texas administrative law. Her practice focuses on representing clients in state and federal regulatory proceedings. Tammy also advises clients on a broad range of energy-related issues.
Tammy began her career at the Public Utility Commission of Texas, where she held a variety of legal/management positions. Immediately prior to joining Andrews Kurth, she served as the Director of Commission Advising.
Representative Experience
- Represents clients in proceedings before the Public Utility Commission of Texas (PUC).
- Represents clients in proceedings before the Federal Energy Regulatory Commission (FERC).
- Represents private landowners impacted by transmission line routing cases before the Public Utility Commission of Texas (PUC). Obtained a favorable outcome for landowners in more than ten routing proceedings since 2009.
- Represents clients in market-related matters before the Electric Reliability Council of Texas (ERCOT).
- Advises clients on regulatory compliance issues.
- Conducts regulatory compliance audits.
- Advises clients on energy procurement issues, including structuring electricity agreements.
- Assists clients in developing strategies to effectively manage their electricity needs.
