Hugh is the Managing Partner of Andrews Kurth Kenyon DMCC located in Dubai. He is a Scottish corporate lawyer, originally from Aberdeen, based in the Middle East for 14 years and with 29 years of experience in the international energy industry. He was the founder and Managing Partner of Hugh Fraser International Legal Consultancy (2003-2013) and the former Group Head of Legal at John Wood Group PLC (1996-2003). He has extensive experience in Oil and Gas Contracts, EPC Projects, Mergers & Acquisitions, Joint Ventures and International Business Expansion Projects, and is a member of the firm's Intelligent Energy Law Group which specializes in supporting clients with advanced energy technology and know-how. His career focus on the international energy sector, long term commitment to the Middle East region, extensive connections with the North Sea, Gulf of Mexico and international oil and gas industry and combination of in-house and private practice experience over the last 29 years equips Hugh with the unique ability to offer comprehensive legal and business guidance to clients.

Representative Experience

The following represents selected experience prior to joining Andrews Kurth Kenyon DMCC:

  • Acted for over 250 client companies including independent E&P companies, engineering contractors and specialist technology & services providers in Middle East business expansion projects including group structures, commercial agencies, joint ventures, technology licensing, EPSAs, EPC projects, acquisitions and disputes resolution
  • Acted for John Wood Group PLC in engineering projects, mergers & acquisitions and joint ventures in over 40 countries, culminating in the flotation of the Group
  • Acted for the UK Scottish Office in the restructuring and privitisation of the Scottish electricity industry companies
