Meghan is a Partner in the Austin office of Andrews Kurth LLP. She is an electric utility and energy lawyer. Her practice focuses on representing clients in regulatory matters, litigation, and commercial transactions involving the Texas power markets. Her clients span all sectors of the power industry. Her clients include owners of conventional and renewable generation, electric utilities, utility investors, retail electric providers, and large consumers. On litigation matters, she represents clients in energy disputes and litigation, and acts as lead counsel in contested cases and administrative appeals involving the Public Utility Commission of Texas (PUCT) and Federal Energy Regulatory Commission (FERC). On commercial matters, she advises her clients in electric regulatory matters related to project development and finance, mergers and acquisitions, interconnection, and power supply.  In wholesale power market matters, she focuses on the Electric Reliability Council of Texas (ERCOT), Southwest Power Pool (SPP), and Midcontinent Independent System Operator (MISO). 

Meghan also has broad administrative law experience. She advises clients on open government, open records, and government contracting matters. She has represented clients in enforcement, licensing, contested cases, and rulemakings at a variety of state and federal agencies, including the Texas State Office of Administrative Hearings, the PUCT, the Texas Railroad Commission, the Texas General Land Office, the Texas Commission on Environmental Quality, the Texas Racing Commission, the Texas Education Agency, the Texas Attorney General’s Office, the Texas Comptroller of Public Accounts, the Texas Alcohol and Beverage Commission, the Texas Department of Insurance, the Florida Public Service Commission, the Federal Energy Regulatory Commission, and the Department of Treasury, Alcohol, Tobacco, Tax and Trade Bureau.

Representative Experience

Energy and Electricity Law

  • Generation Developers and Owners – advise clients in regulatory matters related to sales and transfers of generation assets, wind and solar power purchase agreements in ERCOT, SPP and MISO, shared facilities agreements, interconnection, permitting, and power supply
  • Utility and Utility Investors – advise clients in PUCT rulemakings and contested cases related to sale, transfer and merger proceedings, rate cases, and certificate of convenience and necessity (CCN) proceedings
  • Landowners – representation of corporate and individual landowners in transmission line routing and CCN proceedings before the PUCT
  • Trade Association of Industrial Energy Consumers – representation in contested cases and agency rulemakings before the PUCT, FERC, and ERCOT and in related judicial appeals before state and federal courts on matters such as rate cases, electric market design, sale/transfer/merger and CCN proceedings
  • Cogenerators – representation of large manufacturers and cogenerators in matters related to generation development and ownership, electric market regulation, transmission routing, and retail rate matters
  • Retail Electric Service Provider – representation in multi-jurisdictional breach of contract claim in district court and at the PUCT that resulted in successful settlement of class action claim
  • International Petrochemical Company – representation in state court appeal of tariff issues regarding Qualifying Facilities
  • Qualifying Facility – representation of Qualifying Facilities under the Public Utility Regulatory Policies Act (PURPA) on matters related to PURPA puts, electricity and steam sales
  • International Oil and Gas Company – representation in oil spill enforcement and liability matters before the General Land Office
  • Energy Company – representation of mineral owner and operator of natural gas wells on compliance and indemnity issues associated with natural gas contamination and Texas Railroad Commission Voluntary Cleanup Program and Operator Cleanup Program
  • International Petrochemical Company – representation in successful settlement of multi-million billing dispute between industrial electricity consumer and utility
  • Trade Association of Florida Hospitals – representation of trade association as electricity consumers in first regulated rate case filed by an investor-owned utility in more than twenty years, including a three-week administrative trial
